China Electric Vehicle Charging Infrastructure Promotion Alliance

中国电动汽车充电基础设施促进联盟（简称“充电联盟”，英文缩写“EVCIPA”）成立于2015年5月，应国办发〔2015〕73 号文《国务院办公厅关于加快电动汽车充电基础设施建设的指导意见》的要求，于2015年10月12日，在国家能源局主持下，充电联盟在常州成立。

业务指导单位为国家能源局。

充电联盟是由国家能源局为业务指导单位，主要电动汽车制造商、能源供应商、通讯服务商、充电设施制造商、充电运营服务商、高校、第三方机构和相关社团组织等，本着“自愿、平等、合作、互惠”的原则，发起成立具有一定组织协调能力的非营利性社团组织。充电联盟秘书处设置在中国汽车工业协会。

充电联盟将有效促进在充电设施互联互通方面的跨领域协同，搭建促进提高充电服务水平及实现共赢商业模式的交流平台，深度研究制约充电设施发展及互联互通的关键问题并提出政策建议，为政府推动充电设施发展和有效管控提供支撑服务。

In order to implement Article 12 of the "Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (Guo Ban Fa [2015] No. 73) issued by the General Office of the State Council: "Establish an interconnected promotion mechanism. Form the National Electric Vehicle Charging Infrastructure Promotion Alliance, cooperate with relevant government departments to strictly manage the access of charging facility products, and carry out the detection and certification of charging facility interoperability". On October 12, 2015, under the auspices of the National Energy Administration, the China Electric Vehicle Charging Infrastructure Promotion Alliance (referred to as the "Charging Alliance", English abbreviation "EVCIPA") was established in Changzhou.

The Charging Alliance is a non-profit social organization with certain organizational and coordinating capabilities initiated by major electric vehicle manufacturers, energy suppliers, communication service providers, charging facility manufacturers, charging operation service providers, universities, third-party institutions and relevant social organizations on the principle of "voluntariness, equality, cooperation and reciprocity". The business guidance unit of the Charging Alliance is the National Energy Administration.

联盟宗旨

THE PURPOSE OF EVCIPA

· 汇聚产业力量，促进产业形成电动汽车充换电领域的共识与合作。

· 制定电动汽车充换电相关的标准，促进充换电技术创新、模式创新、车规级充换电设备测试验证及应用，支撑充换电设备研发标准化和产业化。

· 有效推进新能源汽车产业的健康发展。

· Gather industrial strength to promote the formation of consensus and cooperation in the field of electric vehicle charging and battery swapping in the industry.

· Formulate relevant standards for electric vehicle charging and battery swapping, promote technological innovation and model innovation in charging and battery swapping, test, verify and apply vehicle-grade charging and battery swapping equipment, and support the standardization and industrialization of research and development of charging and battery swapping equipment.

· Effectively promote the healthy development of the new energy vehicle industry.

· 促进充电服务商业模式多样化发展，以为用户提供便利，提升用户体验为目标开展创新服务模式研究和经验推广；促进形成多种融资模式加大对基础设施建设投入，逐步形成以有实力的服务运营商为主的充电服务运营商联合体，使充电运营服务规模化和健康可持续发展。

· 结合产业发展和使用需求实际，促进充电设施检测、新能源汽车与智能电网互动等标准、规范的研究制定和适时颁布；促进加强先进充电技术研究及相关标准研究制定，推动相关标准与国际接轨工作。

Promote the diversified development of charging service business models. Conduct research on innovative service models and promote experience with the goal of providing convenience for users and enhancing user experience. Promote the formation of various financing models, increase investment in infrastructure construction, and gradually form a consortium of charging service operators mainly composed of powerful service operators to achieve large-scale and healthy sustainable development of charging operation services.

In line with industrial development and actual usage needs, promote the research, formulation and timely promulgation of standards such as charging facility inspection and interaction between new energy vehicles and smart grids. Promote and strengthen the research on advanced charging technologies, study and formulate relevant standards, and promote the alignment of relevant standards with international ones.

联盟职能

依据相关标准促进实现充换电设施互联互通，在联盟框架下，建立充电设施网络智能信息平台，实现充电桩与充电桩、车与充电桩互联互通，为用户提供充电桩位置信息，推广便利用户的多种形式支付系统，对入网充电桩、新能源汽车充电过程进行安全监控和风险提示，对充电设施产品运行状况进行第三方评估。
面向电动汽车制造商、动力电池制造商、充换电设施制造商、运行服务商开展充换电设施标准实施，促进各项已颁布标准、规范的贯彻实施；促进充换电设施制造、安装、使用符合有关标准和规范。联盟在国家能源局的指导下完成了联盟标识（检测、认证）评定体系文件，进一步促进电动汽车充电设施行业自律和补充安全管理专业力量。
促进充换电服务商业模式多样化发展，以为用户提供便利，提升用户体验为目标开展创新服务模式研究和经验推广；促进形成多种融资模式加大对基础设施建设投入，逐步形成以有实力的服务运营商为主的充换电服务运营商联合体，使充换电运营服务规模化和健康可持续发展。
结合产业发展和使用需求实际，促进充换电设施检测、新能源汽车与智能电网互动等标准、规范的研究制定和适时颁布；促进加强先进充换电技术研究及相关标准研究制定，推动相关标准与国际接轨工作。
同时，充电联盟为中央和地方政府提供充换电设施建设和运行、充电电量计量统计等实时数据，提供有关推广效果评估报告和决策支撑服务；为有关政府部门提供运行车辆动力电池安全状态报告；为充换电设备制造商、充换电服务运营商提供促进问题解决的协调和咨询服务。
